Downloaded hair not showing in game showing, hair, Downloaded, game, not

Hi everyone, I am hoping someone can help me see what I might be doing wrong...
First off I have a windows vista
I did put a mods folder in my sims3 folder and then I put a packages folder in the mods and I have that resource file in my root sims3
I downloaded and unzipped the hairs into the packages file, but they are not showing in the game, I looked under the mohawk hair but it is just mohawk and there is nothing in the custom content button. Can someone help let me know why they are not showing? Thanks so much!

u cant see hair in game...but could u see the custom clothes in game? and could u see custom hair from other sites in game?
