It is suggested that you utilize the Photoshop,MilkShape 3D,and TSR workshop to create clothes.

You can upload your clothes to PeggyZone G-SHOP. You can share your creations in there and get awards.

talentgift already pointed out the PeggyZone aspect to the whole matter, but if you want to get very technical, creating clothes is quite complicated

The terms UV-mapping, Milkshape, Bodyshop, recolouring and so on spring to mind, so I think you'd do well to first learn how to differentiate between all the technical things. You'll need to download a lot of program to do some 3D modelling, so if you're not allowed to do that, you can only recolour existing meshes.

As always, I point to Mod The Sims for tutorials on the whole thing. That's where I learned most of the things I know about creating things for my game

not the best you've ever had, but you say I'm pretty close ...
