talentgift already pointed out the PeggyZone aspect to the whole matter, but if you want to get very technical, creating clothes is quite complicated The terms UV-mapping, Milkshape, Bodyshop, recolouring and so on spring to mind, so I think you'd do well to first learn how to differentiate between all the technical things. You'll need to download a lot of program to do some 3D modelling, so if you're not allowed to do that, you can only recolour existing meshes.
As always, I point to Mod The Sims for tutorials on the whole thing. That's where I learned most of the things I know about creating things for my game
