I do agree with piscesgemini, though. To put music on the site would be a huge undertaking, since there are so many visitors from all over the world visiting PeggyZone, how on earth could PeggyZone cater to all their individual needs? I like pop music, for instance, but you might hate it.
Plus, to upload music and allow users to listen to it as they browse would be a coding and bandwidth nightmare PeggyZone is coded so that the page automatically refreshes itself when you click a link. That way, the song you would be listening to would be cut off. So they'd have to code the whole site differently, or maybe offer a pop-up window with a music player; but then some people have pop-up blockers integrated their browsers.
Secondly, the bandwidth - streaming music (which is what listening to music on a site is called) means you have to store that music file on your server, and every time someone listens to that song, they stream it and that costs huge amounts of space.
Solution? Just listen to your own music when you browse PeggyZone. It's much cheaper, for one, and you'll be able to listen to music you like.

I have to agree, adding music isn't something I'd like to see (or hear?) here.
If a site has music I tend to close it as soon as possible, especially as I'm normaly listening to my own music, audio books or tv while browsing the net.
And like fayriesakura already said might this slow down the site a lot as it results in more bandwidth used, it might even be possible that the subs would be more expensive this way or that there would be more pay downloads instead of free ones so that the costs can be covered.
Wow, the layout is impressive, does it needs music too?
Maybe anime theme songs, to fit the Sailor Moon-vomited layout, and the fluffy unrealistic wigs.
