You built your folders in the wrong place. The new folders have to be created in the C drive, not in the My Documents section like they had to be with Sims 2.
So, create the folders in C/Program Files/ Electronic Arts/Sims 3 and you should have no problems.

I'm sorry..but the thumbnail pic is well in my game. i don't know what happend.i think maybe the reason is i deleted some vertices of thumbnail mesh .What ever,now i reupload the mesh for thumbnail ...

Thank you for your reply.Yes it's a 'mystery'.Look at the mesh in my 3d software.You can see the mesh and texture is totally close.So i can only guess it's a 'bug'.Just like what i said in hair download page : " Unfortunately, it is inevitable that some of the face shapes will not work with the hairstyle and will intersect the hair (EA-created hairstyles sometimes have the same problem).
I have tried my best to reduce this occurrence, but unfortunately, no hairstyle can be completely perfect for every head shape. "
PS: I imported the same mesh to Sims2,and it looks perfect
Ok, i got another problem. The hair does not show up in the game! When i'm in creating a sim, and i try to find the hair, it's not there. Nowhere. Note that i have installed many other packages, patterns and game mods, and they work fine, and i have the resource.cfg where it sould be and the mods/packages folders in the right place. Any idea why i can't seem to make the hair work in the game?

Agh.. With your texture is looks great. EA's hair textures are ugly.
