Yes .that NOT the right place.Please pay attention that it should be 'your INSTALL PATH',but not 'my documents'.for example ,i installed my sims3 game on the D: drive.so my Mods/Package folder should look like the following illustration.hope it's helpful

Well, it works fine in my game. The only big trouble is, that when I play a sim which has this (beautiful) hair, the Sims 3 automatically shuts down.

I think there is no method to make a 'real new item' but not a 'replace default one' at present.I think we'll convert our sims2 hairs to sims3 when the sims3 tools improve
